What is Senate Bill 721?

California Senate Bill 721 (SB-721) mandates periodic inspections of Exterior Elevated Elements (EEEs) on multi-family residential buildings with three or more units.

EEEs include balconies, decks, walkways, stairways, and landings that are more than six feet above grade and rely on wood-based structural components.

Key requirements include:

Initial inspections completed by January 1, 2026

  • Inspections every nine years thereafter

  • Evaluation of structural integrity and waterproofing performance

  • Written inspection reports identifying conditions and required repairs
